The Sacrament is available to any elderly person or a person about to undergo major surgery as well as those who are gravely ill.  Sick children may be anointed if they have sufficient use of reason to be comforted by this sacrament.

ABOUT THE ANOINTING OF THE SICK

The Sacrament of Anointing of the Sick is for the spiritual comfort, strength and healing of the ill.  The Church continues Christ's healing ministry in the Sacrament of Anointing of the Sick.  There is no need to wait until a person is at the point of death to receive the Sacrament.  The priest, or bishop,  lays his hands on the head of the sick person and proceeds to anoint, with the blessed Oil of the Sick, the forehead and hands of the sick person while saying the prayers of anointing.
The hoped-for effect is physical healing, if it be God's will.  The primary effect of the Sacrament is a spiritual healing by which the sick person receives the Holy Spirit's gift of peace and courage to deal with the difficulties that accompany serious illness or the frailty of old age.  The Sacrament also unites us with the Passion of Christ and we receive the grace of sharing in the saving work of Christ.
